Try a law firm ... seriously, if you try and design a tool for a user community using only second and third hand advice, and "information of the internet", as is the tradition in most IT circles and the general idea of the validity of information exchanged on the internet, you might just design, build and try and deliver what nobody wants - unless it's only a cheaper and more reliable version of Office that you want to make.
So my advice would be; go and talk to a Law firm, even considering developing the application jointly with one or two law firms, beta testing with more and then eventually you might end up with something that someone will pay for (product and support).
